Water based epoxy floor coating is thin, more fool proof, cheaper, maintains most of the cements anti-slip texture while thicker solvents hide many flaws and are thick and glossy. Both are functional but the solvent free epoxy floor coating will look 'slick' (and slippery) while the water based epoxy floor coating will look just like 'paint'. Prime with either the water based solvent, which can be the industrial ground sealant or several other sealants. Prime to get better adhesion if: moisture might be an issue, concrete is dusty and 'weak', concrete is really polished smooth below the epoxy floor coating.
